摘要
随着社会主义市场经济体制的建立和土地使用制度改革的深入,土地的资产特
性已日益被人们重视,城市土地这一重要的资源在市场机制的作用下正逐步实现其
最佳配置。为了对土地市场实施有力的宏观调控,并推进土地实现预期社会经济、
社会发展价值的重要目标,促进土地一级市场走向规范化、标准化、市场化,提高
土地利用效率,国家将基准地价作为土地市场成熟度、完善度的客观反映。根据土
地市场的发展情况,适时调整区域范围内各种用途的土地基准地价标准,能及时反
映土地市场变化情况,体现了政府对土地一级市场的调控目的,使其起到价格指引
的作用。
本文首先简介了土地定级估价概念及相关理论,并对选题的意义,研究的内容、
目的进行了概述。然后对土地定级的原则与方法和基准地价评估的原则和方法做了
阐述,在此基础上又对土地级别划分和基准地价更新进行了详细论述。本文采用定
性与定量结合的方法,通过大量数据的计算,对郑州市土地级别的划分和基准地价
的更新进行了详细的描述,并对结果进行了合理性验证,使本文更具有现实意义。
最后本文又对郑州市基准地价更新成果从不同方面进行了深入分析,使基准地价更
好地应用于实践。

Abstract
With the establishment of socialist market economy and in-depth development of
land-use system reform, the characteristic of land as a capital has been put more emphasis
and urban land as a crucial resource is realizing its optimal disposition. For implementing
stronger macro-control to the land market, boosting the expected social and economical
value of land, accelerating the standardization and marketability of primary land market
and imporving the land use efficiency, benchmarket land-price has e the objective
reflection of lard market maturity pleteness recongnized by the government. To
adjust the benchmark land-price of all sorts of land according to the development of land
market can reflect the fluctuation of land market, reinforce the goal of price-regulation for
the primary land market of the government and realize the function as the price guide.
This research firstly reviewes literatures on land grading and appraisal, illustrating
the meaning, content, goal, structure of the study. Then principals and methods of land
grading and benchmark land price appraisal are elaborated which lay a foundation for
furthur research on these issues. Quantitative and qualitative analysis are adopted. After
