论中央与地方权力关系的演变
摘要
中央与地方关系是一个植根于每个国家的社会体制中,直接关系着国家统一、民族团结、经济发展和社会稳定的重大问题。科学处理中央与地方关系是当前政治文明建设和政治体制改革的一个难点和重点。中央与地方关系的权限划分是否合理妥当,直接关系到国家的治乱兴衰。当前建构我国中央与地方的新型关系,应该以中央与地方之间的权限合理划分为核心,以中央与地方之间利益分享的均衡和权力行使的相对平衡为目标模式,建立中央与地方地权力关系的平衡机制,以使中央与地方关系实现制度化、规范化。本文旨在通过中央与地方权力关系的演变提出当前我国中央与地方权力关系中存在的矛盾和问题,提出应对策略,并将其作为构建社会主义和谐社会的一个系统工程。中央与地方关系和谐与否,不仅关系到我国的社会主义现代化建设与和谐社会的构建,而且对我国的政治运作与行政管理体制的改革,都具有重要的理论与现实意义。

Evolving of Power-relationship Between Central and Local
Government
ABSTRACT
Relationships between central and local government, deeply rooted in every social institution, impact important issues such as state reunification, national unity, economic development and social sound and reasonability of the decentralization between central/local governments is directly related to the rise and fall of a nation. To handle in a scientific way the relations between central and local governments is the difficulty and keystone of political civilization construction and political system reform being undertaken currently. The Chinese central and local government relationships have been dynamically evolving since the foundation of the Third Plenary Session of the 14th mittee of the CPC,China entered into the phase of the establish-ment of the socialist market economic system. The paper discusses upon the relations among the central and local governments of China,which develops into a new mode bining centralization of politics with decentralization of market economy in the course of re-form,moreover,it analyses the important meaning of the new mode. In the new period of building a moderately prosperous society in all respects, China s reform and development has entered a crucial stage, but there are also all kinds of contradictions and problems.
