摘要

随着世界金融一体化多元化创新化和自由化的发展国际金融市场动荡不安
银行业危机频繁发生随着我国金融业的不断对外开放越来越多的外资银行瞄准了
中国市场我国的商业银行虽然在危机中能够站住脚跟稳步前进同时也有着外资银
行无可比拟的本土优势但是在面对各种压力时如何提高我国商业银行的抗风险能
力如何增强我国商业银行的综合实力如何保持我国商业银行的可持续发展这些
都已成为我国商业银行亟待解决的实际问题对于我国商业银行来说健全银行内部
控制制度加强银行内部管理是解决这些问题的有效手段而良好的内部控制环境正
是推动我国商业银行稳妥发展的引擎因此内部控制环境的核心要素地位不可动摇
本文从我国商业银行内部控制环境的现状入手结合对国内外商业银行内部控制环境
相异因素的分析针对我国商业银行内部控制环境存在的主要问题提出了我国商业
银行内部控制环境的构建思路以及优化对策以促进我国商业银行内部控制环境的完
善为实现我国商业银行的可持续发展打下夯实的基础

Abstract
As the world financial integration,diversification,innovation and the development of
liberalization,the international financial market instability begin to appear,and banking
crises had occurred frequently. With the opening of Chinese financial industry
unceasingly,more and more foreign banks aimed at Chinese Chinese
commercial bank could stand and progress steady during the crisis, and also has the
parable advantage of the foreign in the face of pressure,how to improve
the mercial banks ability to resist risk, how to enhance the chinese
commercial banks overall strength,how to mailtain the mercial banks
sustainable development,these have e the actual problem which our country
Commercial bank urgently awaits to be our mercial bank
perfect internal control system,and strengthens internal management is an effective means
to solve these problems,and good internal control environment is promoting our country
commercial bank and steady development of the , the internal control
