研究生教育成本分担中的政府责任问题研究

摘要
研究生教育成本分担中的政府责任,是指在研究生教育人才培养成本共同负担
中,行政机关系统所要履行的职能和义务。论文从准公共产品理论、人力资本投资
理论、成本分担理论、教育公平理论及行政服务理论等角度,证明政府参与研究生
教育成本分担,且在其中承担重要责任是一种必然,并说明政府的这种行为是研究
生教育成本分担健康发展的有益保障。在上述理论框架下,依照各自的理论基点,
论文对政府在研究生教育成本分担中的责任承担、履行的必要性与重要性进行具体
分析,对政府在研究生教育成本分担中所承担的责任内容进行探讨、归纳,提出政
府在研究生教育成本中责任内容有三,即财政分担责任、政策支持责任和行政责任。
在这些理论工作的基础上,对我国当前研究生教育成本分担中,政府的责任承担、
履行的现状进行了透视,对相关问题进行分析,指出财政责任方面的问题主要有政
府分担研究生教育成本的核算范围不合理;政府分担研究生教育成本的模式不合理;
研究生教育经费来源结构不合理;财政拨款方式不完善等方面。政策责任方面的问
题主要是有关研究生教育的立法不健全、针对性不强;研究生教育立法的滞后性;
有法不依的现象严重;学生资助体系不完善。行政责任方面的问题主要是中央政府、
地方政府投资权责不明确,领域分工模糊;政府与其他投资主体之间权责含糊。最
后,根据我国政府在当前研究生教育发展中的角色变化,论文试图构建我国政府在
研究生教育成本分担中的责任体系,希望以此能对解决我国政府在研究生教育成本
分担中存在的问题提供参考。

Abstract
Government’s responsibility in the cost share of the graduate education is the
function and obligation that the government administration department must take on in the
cost share of graduate education. Guided under the Quasi-Public Products theory, the
Manpower Capital Investment theory, the Cost Share theory, the Education Equality
theory and the Administrative theory of Service, firstly, the dissertation wants to prove that
government engaging in the cost share of graduate education is a necessary tend and is
helpful for the development of graduate education. Then, it analyses the necessity and
importance that the government takes on and performs the responsibility in the course of
the cost share of graduate education. Finally, by probing into and summing up
government’s responsibilities’ contents, the dissertation concludes it as three main aspects,
which are financial share responsibility, policy sustaining responsibility and administration
service responsibility. On these theories’ base, the dissertation analyses our government's
behaviors in the cost share of graduate education in detail, and concludes all kinds of
